Belmont Police Log, March 18-27: Residents report checks mailed were washed and cashed, bullet holes found on baniser of front porch, neighbor disputes,

The following are excerpts from the Belmont Police log as made available by the Belmont Police Department. The log is public and available for review. All persons are presumed innocent until found guilty in a court of law.
Wednesday, March 18
12:51 p.m.: A Belmont resident reported trying to order a new passport for her son from the website, unitedpassport.com. She paid $183.55 and never received it. She later found out the website is a scam. She contacted her bank and they canceled her exposed account. However, she has been receiving texts from her bank stating there was suspicious activity on her account, charges to Hilton Hotels for $258.42 and $440.42. The charges were declined. She is also concerned because she used her son’s social security number to purchase the passport. She said she would like to obtain a new social security number for her son and was advised to contact the social security office.
1:25 p.m.: The Town CPA office reported cyber fraud. On March 15, between 7 p.m. and 10:30 p.m., someone hacked into her work computer and fraudulently filed tax returns of two clients using the employee’s names but their own bank account information. The Belmont Police asked for the identity of the victims, but she refused to provide, saying she didn’t want the police to call and scare them. The police asked for copies of documents showing the tax returns were filed without proper authorization. Nothing has been received at this time. Belmont Police called and left a message.
Thursday, March 19
7:35 p.m.: A woman mailed a check for her father at the corner of Grove and Belmont Streets. Someone washed the check and cashed it for $7,600.50. Her father received a notice from his bank informing him someone cashed a check in the sum of $7,600.50. The check was washed and made payable to a different name for $7600.50. She was advised to contact the credit bureau to let them know about the incident. She was also advised to mail future checks inside the post office.
Friday, March 20
10:08 a.m.: A Belmont woman reported finding three bullets on the banister of her front porch. Belmont Police asked if she knew anyone who would try to intimidate her and she said, “No.” The ammunition appeared to be two rounds of 5.5 rifle ammunition and one round of .45 ammunition. It was corroding.
6:33 p.m.: A Belmont resident reported having issues with someone tampering with his electrical outlets. He had numerous air purifiers, sound machines and diffusers running inside his apartment. He said he woke up to a big bang and did not hear another noise. He also has been experiencing issues with his phone possibly being tampered. He said he would think about reaching out to the building manager to move apartments.
Saturday, March 21
1:39 p.m.: A Belmont resident showed a video of his neighbor yelling at him not to park in his garage and to “get out of here.” He believed it was very threatening. He also believed the other man should not be on the premises because he is divorced from his wife, although he does not know if there is a harassment prevention order. Belmont police spoke to the other party who said he was on the premises because he hired electricians to separate the circuits between the two condo units because he was paying for both previously. He said the other man’s vehicle was parked on his side of the garage, which prompted him to yell at him, but he did not make any treats. He said he had the right to be on the premises, and his ex-wife asked him to come fix things in the house. Belmont Police advised the man not to park his vehicle on the other man’s side of the garage.
9:07 p.m.: A Belmont resident reported being harassed by her neighbor downstairs. They have had an ongoing dispute for years regarding various property issues such as trash cans I the backyard, noise complaints about her children and children playing in the yard. She was confronted by the neighbor about the trash cans. She yelled at her about how she does not follow any simple requests to keep the trash cans in a certain order. She is nervous to use any of the shared spa due to a possible confrontation. She was advised to go to Cambridge District Court to apply for a harassment prevention order, if needed. She was also advised the dispute is a civil matter and to speak with a lawyer.
Monday, March 23
4:54 p.m.: A Belmont resident reported seeing a pottery kiln on sale on Facebook Marketplace for $600. The seller asked for a $100 refundable deposit to secure the item. She venmoed $100 to the account. The next day she reached out asking for her deposit to be returned but has not received a reply.

10:30 a.m.: Suspicious activity reported on Livermore Road. The homeowners were away and when they returned, they noticed their front door was wide open. Nothing was taken or disturbed. He also said he keeps a lockbox at this back door and the numbers were changed. Only the dog walker and cleaner have access to the lockbox. He observed no signs of forced entry at the front. They were advised to contact anyone with access to their lockbox or house keys and inform team to change the code to the lockbox.
7:50 p.m.: Neighbor dispute on Oxford Avene about cameras in driveway, a vehicle struck, and a loud radio. Belmont Police tried to mediate between the neighbors but did not have a successful outcome. The neighbor was advised it is a civil matter and to go to Cambridge District Court to get help.
Wednesday, March 25
11:58 a.m.: A woman said a neighbor has been coming to her property without permission several times over the past few months. Another neighbor also doesn’t want this neighbor on his property. They both have “No Trespassing” signs on their property. Belmont Police spoke to the neighbor’s husband to inform him they do not want anyone on their property. The husband said the only time his wife ever went on the property was to inform her that she’s trying to open an in-home daycare. He said he would tell his wife not to visit anymore.
2:46 p.m.: A Belmont woman reported receiving unwanted text messages from a man who is a handyman who used to work for her. She fired him last year because he wasn’t good at his job. Over the past few months, he has been texting her and harassing her with unwanted messages. In the latest messages, he says she is going to prison and will get deported for her role in a criminal case. She told him to stop messaging her. She also said she has no idea what criminal case his is referring to. Belmont Police attempted to contact the offending party but were not able to reach him. She was advised to contact the police if he continues to harass her.
5:58 p.m.: A Belmont resident reported a vehicle came into his driveway and took a photo of his house. He provided the license plate. A CJIS query revealed the registered owner is a real estate agent in Lunenburg. The homeowner was not expecting anyone to come by. The resident was also advised to take general safety precautions to ensure the house and vehicles are locked.
Thursday, March 26
8:08 a.m.: A woman reported seeing a possible motor vehicle crash Belmont High School involving a student on a bicycle. She was concerned for the well-being of the student on the bicycle and thought the operator of the vehicle left the scene. She provided the license plate of the driver. Belmont Police contacted the driver who explained that when she was dropping off her son at Belmont High School, the bicyclist collided into the passenger side door when he opened it, causing him and his bicycle to fall to the ground. She exited the vehicle to check the well-being of the student. He appeared to be in a hurry to get to school, telling her he was o.k. Belmont Police asked her to ask her son to find out if an any of his friends know the student on the bicycle. The school resource officer was also informed. At this time, the bicyclist has not come forward to report the crash to the police or the school administration.
5:18 p.m.: A woman getting her nails done at Linday’s Nail Salon, reported someone hit the back of her parked car and drove off. She did not get the license plate but believes it was a black Toyota Rav4 that was parked behind her. Her vehicle had minor damage to the rear left taillight area. Handy Liquors said they would access the surveillance footage and contact the station.
5:58 p.m.: Belmont residents reported mailing a check at Park Avenue and Knox Street on March 7 for a home insurance payment. They were contacted by Cross Insurance that the check was never received. They went to the bank and were informed the check was deposited at an ATM. They closed the account and provided him with a copy of the check that was altered and deposited. The check was made out to someone named Richard Allen Capracotta. The amount was $7,481.04.
Friday, March 27
9:57 a.m.: A Belmont resident reported a fraudulent phone call received on his cell phone from 332-207-8348. The caller said they were from Citibank and a card in his name was being used to make firearms purchases. He did not have any Citibank accounts. The caller said he would stop the transactions and connect him to their fraud department. He then spoke with an individual who said he was with the Citibank fraud department. The individual said they stopped the firearms purchases. They then advised him to file a police report and connected him to the police. He spoke with an individual who said he was with the New York Police department and was told he had to make a video statement. He attempted to set up a Microsoft Teams video call, but it would not connect. He said he would try on his computer, but the individual said he had to use his cell phone. He then asked him if he has WhatsApp and said they would video call on that application. He was connected to a WhatsApp video call and saw a male in a police uniform with a police insignia on the wall int eh background. He showed him his badge and asked if he was alone. He then asked him to pan the camera around the room to show he was alone. He asked him to present his driver’s license, which he did. He was asked a series of questions about his job, where he worked, what his hours were like, his family, how far his family lives, what their jobs are, what his finances are like. He answered all the questions. The individual explained this was an open investigation and he would need to collect further information but didn’t want to keep him any longer and would set up another call. He was also instructed to check in at three different times with a message that included his case number and the statement, “reporting.” After sending one of the messages, he spoke to his daughter and son-in-law and realized it was fraud. The individuals he spoke with had foreign accents, possibly Philippine. He showed the police document that was sent to him by the individual. He had had identity theft protection for years. He checked the account and there were no red flags. He checked his credit card report and there was nothing unusual. Ther was no Citibank account that was opened in his name. He put a freeze on his credit. He stated he would go to the Registry of Motor Vehicles to obtain a new license.
1:25 p.m.: A dog bite was reported at the station lobby. A woman who watches dogs at her White Street apartment said one of the dogs she watches bit her six-year-old daughter on her right arm. She immediately had the bit evaluated and notified the dog’s owner. She asked him to pay for the medical bills, and he did not know if he was insured for such an incident. She is concerned she will not be reimbursed for the medical bills and is unaware how much money she needs to recover.

9:34 p.m.: A Maple Terrace resident reported a motor vehicle crash into the wall next to Dante Avenue. The vehicle had major damage and was disabled. A male party was walking around the vehicle and rummaging through the open trunk door of the vehicle. He told the police his brother crashed into the wall and went into his house on Maple Terrace. He asked him to tell the brother to come outside, but he did not listen. Belmont communications informed the sergeant that the brother was currently out of state. The man then said his sister was driving and shortly after, said his mother was driving. The police spoke to his mother who said the brother was out of town and she was not driving the vehicle. The sergeant smelled a strong odor of alcohol and observed is eyes were glossy. He was asked if he was drinking and he said he had a couple of beers. He was unsteady on his feet. Two nips of brown-colored liquor were inside the cupholders next to the driver’s seat and an empty alcoholic beverage can was on the floor. He said he had scoliosis, causing him not to be able to walk straight or balance properly. He was placed under arrest for OUI Alcohol due to the observations of alcohol in the vehicle, the strong odor of alcohol, being unsteady on his feet and his glossy ees. He agreed to submit a breath test. His blood alcohol level was .16. He was charged with OUI and operating with a suspended license.
